Does Union Budget really need to be this secret?

The secret mission started on Monday as the Modi govt got down to prepare the first budget of its second term. Some experts say that the high level of secrecy maintained in preparing the budget isn't needed given that major govt announcements including indirect tax rates (GST) are not part of the budget anymore. The meticulous secrecy is also a well-preserved British legacy.
