The two regional satraps have tried to send the message that despite a turnaround in the fortunes of the Congress in three states, it would have to play second fiddle in UP. Mayawati knows if Congress revives in UP, it would be on the strength of BSP's Dalit and Muslim vote banks. This could return BSP to the early 1990s era when it struggled on the state's political landscape.
